Currently G1CardSetInlinePtr cards are fixed size to cover the entire region.

An optimization could be to decrease the size of the entries based on the partition size they need to cover; in a Howl card set container a container only needs to cover a part of the full region, so a few bits could be saved, increasing the entries available per partition.
