Move some runtime/Metaspace/elastic/ tests out of tier1

      Description

        These long-running tests were added by JDK-8251158. They were improved a bit later with parallelization, and during that time, Thomas said that the plan was to keep these tests in tier1 while that feature is still under development:

        We might consider putting these tests away from tier1 now?
