Javadoc external links should only have feature version number in URL

        Link to license terms from the JavaDoc API footer is broken in point releases (for example, 16.0.2).

        For example, in the JDK 16 JavaDoc API:

        https://docs.oracle.com/en/java/javase/16/docs/api/index.html

        The link to the license terms is this:

        https://www.oracle.com/java/javase/terms/license/java16.0.2speclicense.html

        However, it should be this:

        https://www.oracle.com/java/javase/terms/license/java16speclicense.html
