Currently, all GlobalCounter usages are in the same scope, as all of states (counter) and operations are static, it could be beneficial to support multiple scopes of GlobalCounter which are used for different purpose, e.g. dirty card queue, satb queue, and so on in G1, and usages in other components.

This is to investigate this potential improvement.
