Once finalization can be disabled, the ReleaseNote (https://bugs.openjdk.java.net/browse/JDK-8276079) for the jdk.FinalizerStatistics event should be updated to make sure everything stated there is still accurate, and clarify what (if anything) happens with the JFR event when finalization is disabled.
