TLS Handshake-Failure observed with IE browser

      This failure is only observed with Internet Explorer browser in Windows 10, while the case pass with all other browsers like Edge, Chrome, Firefox and Safari.

      Case: JDK18b28 server configured with (TLSv1.2, SHA256withRSA cert, TLS_RSA_WITH_AES_128_CBC_SHA cipher)
