Incorrect private character glyphs displayed even when specified in fontconfig.properties

      Selected private characters are not displayed correctly in Windows.

      The user creates private character glyphs in a TTF file, then specifies them in the font.properties file.
      But it displays other private character glyphs in the case that there are multiple TTF
      files located in jre/lib/fonts directory.
