From the bug submitter when a peer is terminated (killed) in a TCP connection, normally the other side would get a FIN packet indicating socket closure. But in this case this does not always happen, so the other side could not detect the other peer has terminated.
Submitter says that this issue is intermittent and does not occur on JDK11 or JDK8. It is not reproducible on a Windows machine running the same JDK.
Process supposed to send the FIN packet hangs on the JFR Shutdown Hook thread and doesn't allow process to terminate.
