A DESCRIPTION OF THE PROBLEM :
Java 18 'Supported Locales' page - https://www.oracle.com/java/technologies/javase/jdk18-suported-locales.html#providers says that Java 18 uses v35.1 of the CLDR.
I presume this is incorrect, since Java 17 used v39 of the CLDR

Most likely v39 - like Java 17
