Tests may fail when executed with zh locale on MacOS

      A DESCRIPTION OF THE PROBLEM :
      I have added JTREG="VM_OPTIONS=-Duser.language=en -Duser.country=US" on my tier1 test, but some test still fail because of my jvm default locale is not US.
      I have fixed it, So I need an issue id to make a pull request. :)
