Improve stability of GHA Pre-submit testing by caching cygwin installer

      Description

        Recently we saw several failures in GHA runs on Windows due to timeouts when downloading the cygwin installer. E.g.

        This can (hopefully) be improved a little bit by caching the cygwin installer in GHA.
