UL's internals has some unnecessary indirection where LogImpl is called instead of LogTagSet.These should be removed and LogTagSet used directly instead, as they are equivalent. This leads to some minor simplifications to the code.

On top of that there are some outdated comments and unused code in UL which will be fixed and removed.
