Tests ShortResponseBody and ShortResponseBodyWithRetry should use less resources

        ShortResponseBody and ShortResponseBodyWithRetry are probably too many clients and this is causing some trouble on machines that have resource limitations - such has old windows version and macosx-aarch64.
        Also it could be preferable to split the test to test GET and POST separately. GET is retried by default, so it doesn't need to be run again in ShortResponseBodyWithRetry.
