Bundle zlib by default with JDK on macos aarch64

As noted in https://bugs.openjdk.java.net/browse/JDK-8282954, we are seeing intermittent (but regularly) failures when using the system zlib that's part of macos aarch64 systems. Our extensive experiments/tests have so far shown that the failures aren't reproducible with the upstream version of zlib https://github.com/madler/zlib and aren't reproducible on the bundled version that JDK repo has.

A bug has been filed with Apple to ask for their inputs and guidance on getting to the bottom of the issue with system zlib on macos aarch64. Until the time we have an resolution on it, bundling zlib by default on macos aarch64 is the proposed solution to prevent these intermittent failures.
