JDK-8286740 removed the use of a thread local and prevented redundant Active Settings events to be emitted, which made the fix suitable for a JDK 17 backport, but it didn't address that Active Settings events in the same update (batch) not having the same timestamp.

This can now be fixed with the static commit method introduced with "JDK-8282420 JFR: Remove event handlers."
