GHA: Workflows break on patch versions

        JDK-8283017 introduced logic to detect the JDK version from the source tree. It takes into account ${FEATURE}, ${INTERIM} and ${UPDATE} but misses ${PATCH}. So, if there's a patch version for an update, GHA is broken - as is now with 18.0.1.1.
