Update jib GNU make dependency on Windows to latest cygwin build

      Description

        It seems like our issues with make crashing when building OpenJDK in Cygwin may have been fixed. Using the latest Cygwin dll (3.3.5-1) and the latest GNU make (4.3-1), the build works.

        We are still validating this on more systems, but if this is indeed stable, we need to bump the jib dependency used for Oracle builds of the JDK to the latest GNU make 4.3.
