Although correct names for `Locale.ROOT` are up-to-date with JDK-8255086, their localized names are not in COMPAT provider. (CLDR, which is the default is OK). Not only locale names but also currency names are updated. TimeZoneNames are not, because they are used for parsing, which would break the compatibility.
