Disable concurrent execution of hotspot docker tests

      JDK-8287744 happened only after JDK-8287398 (Allow concurrent execution of hotspot docker tests).

      From the logs, I can't figure out why running the tests in parallel will cause the reported failure. Since it's the end of JDK 19 cycle, let's temporarily disable concurrent execution to see if the problem goes away. We can revisit this issue in JDK 20.
