The table at the end of the Doc Comment Spec has a first column labeled `Overview`. This simultaneously gives undue prominence to the category, and is misleading for not indicating that the category is used for any HTML files, and not just the top-level overview file.

It would be better to move the column to the right side, (after field), and rename it to either `Other` or `Other HTML`.
