A graph in IGV can be moved around (called panning action) by left-click-dragging of the mouse. When the mouse leaves the visible window of the graph while dragging, the graph starts to move in the opposite direction. This is useful when doing a selection (see screenshot), but annoying otherwise.
Disable this behaviour when not doing a selection.
