IGV: Preference menu disappears after JDK-8288750

      JDK-8288750 removed the Tools menu because it was always empty on macOS. Unfortunately, this is not the case on Linux: the Options window could be accessed via the Tools menu. On macOS there is an additional application menu where "Preference.." opens the Options window.

      Either hide the empty Tools menu on macOS only or show the Tools -> Options menu on macOS as well
