integrate batch of test adjustments from stress testing

I have a batch of test adjustments that I've made over several
different release cycles. I created this task as a way to keep
that work organized.

The test adjustments will be tracked as sub-tasks and I'll try
to keep each sub-task associated with just changes that should
be reviewed by one particular team.
