Add JFR event for total Reference processing time

    Description

      Total processing time is missing for JFR event while log message has the time information.
      This CR is to add JFR event through 'ReferenceProcessorStats' class.
      All collectors using stats class to provide GCReferenceStatistics event will get the processing time event as well (separately).
