The "Default Initialization" section says:
"For example, the Sun provider uses a default modulus size (strength) of 1024 bits for the generation of DSA parameters, ..."
This should be 2048 bits. The default was increased to 2048. See https://bugs.openjdk.org/browse/JDK-8186871 for more details.
