Weak CAS VarHandle/Unsafe tests should test always-failing cases

      Description

        Strong CAS tests verify that CAS is succeeding and failing properly. But for weak CASes we only verify if they succeed. We also need to verify they fail properly -- they can only spuriously fail, not spuriously succeed.
