[Win] [JAWS] [Dialog] Dialog header text is not read by JAWS

    Description

      With the fix for JDK-8087557, dialog windows get correctly read by Windows Narrator, but not with JAWS.
      even with the fix, JAWS fails to read the header text.
      The fix correctly uses UI Automation property UIA_IsDialogPropertyId.
      JAWS behavior needs to be investigated and fixed.
