The specification of RuntimeMXBean::getStartTime should be clearer on what " when the Java virtual machine started" means, and specifically whether it includes the time that it takes the VM to initialize/startup. An implNote to say that the time is recorded after the VM is initialized might be enough.

In addition, the spec could make it clear that it's the time since the epoch.
