Simplify G1ConcurrentRefineThreadControl

      G1ConcurrentRefineThreadControl currently manages the array of threads by hand, using NEW/FREE_C_HEAP_ARRAY. It would be simpler if it just had a GrowableArray member that was initialized appropriately.
