Provide media support for libavcodec version 59

      Description

        Ubuntu 22.10 uses libavcodec59 (https://packages.ubuntu.com/kinetic/libavcodec59). We need to add support for libavcodec59.

        Note: Support will be added only for libavcodec based on ffmpeg. libav does not have release for libavcodec59.
