[lworld] Add jdk.internal.misc.ValhallaFeatures to reflect -XX:+EnableValhalla

      The implementation of value objects is enabled by the -XX:+EnableValhalla command line switch.
      The implementation of the value class java libraries will be conditioned on the command line switch.
      A internal class jdk.internal.misc.ValhallaFeatures is added.
