A DESCRIPTION OF THE PROBLEM :
Currently there's no way to perform ANY customization to Stage decorations (with StageStyle.DECORATED). Every modern Windows version permits creation of customized decorations - https://learn.microsoft.com/en-us/windows/win32/dwm/customframe
so minor changes like changing color should be permitted as a ConditionalFeature.
Reproducible problem:
Can not change white Stage title bar color on Windows 10.
