Add a header to generated HTML files in specs

      The narrative specs and tool guides (man pages) are very plain and have no top navigation bar. We should add such a bar.

      Proposal:

      The bar should be styled like the API header, with a blue background and white/orange links. The content could be
          API SPECS. TOOL_GUIDES (Java version info)
