Use new see and link tags for internal anchor links

      JDK-8200337 (CSR: JDK-8294195) provides a way to use @see/@link/@linkplain tags to create links to user-provided anchors within the generated API docs. These tags are nicer and more concise than HTML tags, so they should be used in core libs where possible.

      Note that these tags should not be used for references to ../specs as this is covered by the new @spec tag.

      I'm attaching a partial patch for this task.
