JDK-8291444 was supposed to address this problem but it remains. A manual run is still doing nothing:

Since "day one" I have had my OpenJDK PF configured with the secret "JDK_SUBMIT_FILTER" so that the GHA are not automatically run. Instead I manually run the workflow and that worked fine with the old submit.yml.

Yesterday was my first attempt at a manual run since the GHA rewrite under JDK-8287906, and while the initial part of the sanity workflow ran manually it then skipped all the builds and tests. E.g.

I had to remove the secret to get a manual workflow run to actual proceed.
