Although it doesn't affect final GA docs, accessibility testing reports an issue with the "Draft Specification" header at the top of the specs/index.html and specs/man/index.html pages.
The `<header>` element should specify `role="banner"`
While it doesn't affect GA docs, it would be good to eliminate the unnecessary noise from there A11Y reports.
