ASan build does not correctly propagate ASAN_OPTIONS

Building Hotspot with ASan results in many failed tests in jtreg due to ASAN_OPTIONS not being propagated to the VM process. We should use the same approach as UBSan and just automagically compile the default options in. Except not for all binaries, only for those that launch the JVM.
