GHA is currently using two different versions for XCode, one for amd64 and one for aarch64. amd64 is 11.7 and aarch64 is 12.4. Generally we should probably be using the same version for both and it should be the most recent release in that major branch. That would be 12.5.1. These minor releases fix compiler bugs.
