AlgorithmId should keep lowercase characters from 3rd party providers

AlgorithmId is able to extract OID <-> name mappings from alias info in 3rd party providers, but it changes names to all UPPERCASE during this process. While this is not fatal since we always compare algorithm names in case-insensitive mode, it's better to keep the original name unchanged.
