We have a non-trivial way to solve the problem of dealing with memory allocations before we know whether NMT is on or off (i.e. before we parse the arguments)
Isn't there a way to pre-parse the arguments to figure that out, so we do not need the complexity and speed/resource penalty of NMTPreInitAllocation?
