Remove dummy region allocation debug feature that pre-fills eden with almost empty regions after gc to induce more marking cycles.

This feature has never been used by me, and I do not know any users.
It's easy enough to induce marking cycles by simply choosing the right benchmark (and setting e.g. the IHOP manually, which can guarantee back-to-back cycles).
