Under test stability here we understand a quality of the test to pass while been executed repeatedly multiple times against the same version of the product.
This success criterion is therefore suggested to be used whenever it is impossible to be sure of 100% test stability. An execution rerunning the tests multiple times needs to be performed in such cases.
99% target value is only an example, a suitable value is to be used.
