[jittester] Add time limit to IRTree generation

Sometimes it may take more that an hour for the generation of a single test. Attached stack trace suggests that the generator does seemingly similar actions. Please check sample bloated 60mins.stack which has more than 220 entries.

I'd suggest to add a stop-by-time action.
