DocTreeMaker has a bunch of code for splitting a description from a doc comment into first sentence and rest.

This code could be better encapsulated and otherwise cleaned up.

While the functionality should generally not be changed, we might want to better specify the set of block tags that would cause implicit termination of the first sentence. For example, the list currently does not include list and table tags.
