jlink launcher name conflicts with existing files/directories

      A DESCRIPTION OF THE PROBLEM :
      If a user invokes jlink with a launcher name that happens to match an existing file or directory excluding the launcher, then the user will get a misleading error message. For example, if one attempts to create a launcher called "server", the operation fails with the following error message:

      Error: jdk.tools.jlink.plugin.PluginException: java.nio.file.AccessDeniedException: output-directory\bin\server
