[BACKOUT] (fs) Remove FileSystem support for resolving against a default directory (chdir configuration)

    Description

      The change breaks the Unix FileSystemProvider. It causes java/lang/invoke/lambda/LogGeneratedClassesTest.java to fail and although -Duser.dir is unsupported, there are likely other tests in the wild which will fail if this change is not reverted.
