The jcmd help output documents Permissions for commands where they define them.
It is not documented when these are enforced (when the Security Manager is active, e.g. if the SM is enabled with a policy to control remote JMX access). The Permission information is not useful to the user of jcmd.
Due to the the upcoming Security Manager removal (see JEP 411), this information is no longer useful and should be removed.
If there is a replacement feature, new documentation should be added.
