Analysis of ~~JDK-8306543~~ showed that an explicit installation of the MSVC toolchain might be unnecessary since it could already be available in a GitHub runner. Since the installation is quite expensive, skipping the installation could reduce the GHA runtime on Windows by more than 10 minutes.
