Improve UBSan selection

      JDK-8298448 added the capability to configure to use UBSan, via the `--enable-ubsan` configuration option. However, the set of UBSan checks is hard-coded in the build system. Specifically, see the assignment of UBSAN_CHECKS in JDKOPT_SETUP_UNDEFINED_BEHAVIOR_SANITIZER (jdk-options.m4). It would be better if that set had a default in the build system that could be overridden or modified by configure options.
