The jdk-21+25-2158-tier5 build-ID only contains the following changeset;

JDK-8308948 Remove unimplemented ThreadLocalAllocBuffer::reset

This is a header only hotspot change so I have no idea how that
changeset could cause this linux-x64-cmp-baseline failure.

I'm wondering if there was a tooling change so I'm starting this
bug off in infrastructure/build for initial triage.
